Los estragos se dejaron notar en los días posteriores al terremoto; la destrucción de las viviendas, del sistema eléctrico, del sistema de agua potable, del sistema de desague, del sistema vial; el impacto causado en la agricultura, en el sistema de riego; el impacto en la población, primero con las pérdidas de cientos de vidas y con el efecto del hambre, sed, de los saqueos y la exposición a enfermedades.
La reacción de los gobiernos –Central, Regional, Local- sino fue el óptimo fue lo legítimamente aceptable en estas condiciones. Pero las condiciones a las que nos referimos son producto de lo que el Estado viene enfrentando con algunas transnacionales desde hace más de una década, especialmente con la compañía de servicio telefónico, la cual deja en claro que su poder está sobre el que representa el Estado peruano que es soberano.
La anarquía en las comunicaciones dejó en la superficie la verdad de esta situación, la cual consiste en una pésima gestión del organismo regulador y de las autoridades políticas de las Comisiones congresales encargadas de la fiscalización. El enfrentamiento entre las autoridades de la Región Ica y de su presidente con las autoridades del gobierno central dejó en claro una vez más las reacciones mezquinas que por lo general no debieran afloran en estos casos.
Lo reconfortante es que se puede coincidir en la toma de decisiones, como es el caso de la formación de un grupo ejecutivo responsable del manejo de las donaciones para la reconstrucción que alcanzan a 47 millones de dólares y de las donaciones de alimentos, abrigo, medicinas y otros. Acentuamos nuestra perspicacia en que una golondrina no hace un verano y que esta comisión responsable no debe defraudar las expectativas y mucho menos confirmar eso de la viveza nacional. Sino cumplen con su obligación, que los sobrevivientes y todos los nacionales reclamen con aireada indignación.
